The rule of the first customs activity
Why you cannot simply pick the most convenient EU country for your EORI number.
The rule
Economic operators not established in the EU register with the customs authority of the member state where they first lodge a declaration or apply for a decision. This follows from the Union Customs Code and its delegated regulation.
When is that Slovenia?
- Your goods arrive by sea at the Port of Koper and are declared there
- Your goods arrive by air at Ljubljana Airport
- Your goods reach Slovenia under a transit procedure and the import declaration is lodged with a Slovenian customs office
- Your first export or transit declaration in the EU is lodged in Slovenia

Already registered elsewhere?
If you already hold an EORI number from another member state, use that number in Slovenia as well. On the official form you declare that no EORI number has been applied for or assigned in another member state.
What we do not do
We do not submit applications where Slovenia is not the first member state of customs activity. In that case the customs authority of the other member state is responsible.
