Companies from the Western Balkans and Türkiye
Serbia, Bosnia and Herzegovina, Montenegro, North Macedonia, Albania, Kosovo and Türkiye are third countries for EU customs.
Third countries
The countries of the Western Balkans are not members of the EU. Türkiye forms a customs union with the EU for most industrial goods, but it is not part of the customs territory of the Union. In all these cases goods are declared to customs when they enter or leave the EU, and a company acting as importer, exporter or declarant in the EU needs an EORI number.
Slovenia has no border with a non-EU country
Croatia has been an EU member since 2013. Road shipments from Serbia or Bosnia and Herzegovina therefore enter the EU in Croatia or Hungary, not in Slovenia. Slovenia can still be the member state of your first customs activity, for example when the goods travel on under a transit procedure and the import declaration is lodged with a Slovenian customs office, or when they arrive by sea at Koper or by air in Ljubljana.
Check your case first
Which member state is responsible depends on who lodges which declaration and where. Please clarify this with your forwarder or customs broker before you apply. If your first declaration is lodged in Croatia, the Croatian customs administration is responsible for your EORI number, not FURS.
